State Keeps Constituents Informed with New Legislative Bill Tracking System

HARTFORD, Conn., Feb. 27, 2012 — Tallan, Inc., a national IT solutions company, announced today that the General Court of the Commonwealth of Massachusetts has successfully launched the Legislative Automated Workflow System (LAWS) to electronically manage legislation, including bills, throughout the entire lifecycle from filing through enactment. The extensive legislative information managed by LAWS is available to constituents in real-time on the Massachusetts Legislature's public website at http://www.MAlegislature.gov. The Massachusetts Legislative Information Services (LIS) group partnered with Tallan to deliver the web-based, custom software solution incorporating Microsoft technologies including ASP.NET, SQL Server, and SharePoint Server.

Residents can now view the text and status of a bill, captured by LAWS, on the Massachusetts Legislature's public website as it passes through the legislative process. The intuitive look and feel of the public website, along with its comprehensive search capabilities and mobile site, makes it easier for constituents to find current and past legislation. Tallan and LIS also designed the site from the ground up to conform with the Americans with Disabilities Act (ADA) accessibility regulations.

Legislators and their staff use LAWS to draft and file legislation, engage in sponsoring bills, manage committee activities, and monitor all functions whether serving the Commonwealth from the State House or their district. They also have legislation search capabilities, online polling, and alerts in a centralized web-based application.

"As we proceed to complete implementation of the system, we can say that a solid base has been developed and implemented that more users can and will access. LAWS is part of a continuing effort by the Legislature to give Senators and Representatives a fast and easy way to make information available to constituents in real-time, and to engage the public with greater government transparency.
