Dr. Barry M. Blechman Elected to the Formtek Board of Directors

CONCORD, Calif., Dec. 1, 2009 — Formtek, Inc., a leading provider of Enterprise Content Management solutions, announced today that Dr. Barry M. Blechman was elected to the Formtek Board of Directors. Dr. Blechman founded DFI International, a Washington-based research, analysis, and consulting firm, in 1984 and served as its CEO until April 2007. The DFI family of companies included two operating units. DFI Corporate Services, now the Avascent Group LLC, supports strategic business planning in the private sector with market assessments, partner and competitor analyses, federal business development, advice on internal organizational and process questions, and support for mergers and acquisitions. DFI Government Practice, now part of BAE North America, conducts research for U.S. government agencies on a variety of strategic, force structure, and operational issues, and supports government organizations with knowledge management and IT services.

During the 1960s, Dr. Blechman worked as an operations research analyst for the U.S. Army and for the Center for Naval Analyses. In 1971, he became a senior fellow at the Brookings Institution, where he headed the defense analyses staff and co-authored Brookings' annual analysis of the federal budget.

In 1976, Barry Blechman joined the Carter Administration transition planning staff at the Office of Management and Budget. The next year, he was confirmed by the Senate as assistant director of the U.S. Arms Control and Disarmament Agency. Among other assignments, he served as deputy chairman of the U.S. delegation for negotiations on arms transfers and as head of the Agency's policy planning staff.

After leaving the government, Dr. Blechman was affiliated at various times with the Carnegie Endowment, the Roosevelt Center, the Center for Strategic and International Studies, and the Johns Hopkins University Foreign Policy Institute. In 1989, he co-founded the Henry L. Stimson Center, a non-profit research and educational organization concerned with international security issues, and served as its chairman until 2007.

Dr. Blechman graduated from Queens College in 1963, earned an MA in political science from New York University in 1964, and received a PhD in international relations from Georgetown University in 1971. He has taught at the Johns Hopkins University, Georgetown University, and the University of Michigan. His more than 100 books, articles, and reports include the widely respected study of politico-military operations, Force Without War, and more recently, The Politics of National Defense. He has served on numerous government study groups and commissions, including the Commission to Assess the Ballistic Missile Threat to the United States (1998-99), the Defense Policy Board (2003-07), the Secretary of State's Advisory Committee on Transformational Diplomacy (2005-07), and the District of Columbia's Mayor's Advisory Committee on Bio-terrorism and Response (2004-07).
