When the False Claims Act was reinvigorated in 1986, Mr. Cohen had the privilege of participating in ground breaking cases that affirmed the constitutionality of the 1986 amendments. Mr. Cohen argued the first published opinion on the 1986 amendments in the case of U.S.A. ex rel. Stillwell v. Hughes Helicopters, Inc. (1988) 714 F. Supp. 1084.
